The joint committee on public employee retirement shall meet within ten days after its creation and organize by selecting a chairman and a vice chairman, one of whom shall be a member of the senate and the other a member of the house of representatives.\n2. The committee shall regularly meet at least quarterly.\n3. A majority of the members of the committee shall constitute a quorum.\n4.
