The department shall establish and implement a community behavioral health program to provide comprehensive community-based services for individuals under the supervision of the department who have serious behavioral health conditions.\n2. The department shall, in collaboration with the department of mental health:\n(1) Establish a referral and evaluation process for access to the program;\n(2) Establish eligibility criteria that include consideration of recidivism risk and behavioral health condition severity;\n(3) Establish discharge criteria and processes, with a goal of establishing a seamless transition to post-program services to decrease recidivism; and\n(4) Develop multidisciplinary program oversight, auditing, and evaluation processes that shall include:\n(a) Oversight authority of program case management services through the department of mental health;\n(b) Provider performance and outcome metrics; and\n(c) Reports to the legislature and the governor on the status of the program as requested.\n3. The department of mental health shall, in collaboration with the department of corrections:\n(1) Contract for and pay behavioral health service providers under the program;\n(2) Supervise, support, and monitor referral caseloads and the provision of services by contract behavioral health service providers;\n(3) Require that contract behavioral health service providers:\n(a) Accept all eligible referrals, provide individualized care delivered through integrated multidisciplinary care teams, and continue services on an ongoing basis until established discharge criteria are met;\n(b) Accept reimbursement on a per-month, per-referral basis, and ensure that the payment schedule is based on a pay-for-performance model that includes consideration of identified outcomes and the level of services required; and\n(c) Bill third parties for services.","path":["Title XIII - CORRECTIONAL AND PENAL INSTITUTIONS","Chapter 217 - Department of Corrections"],"source_url":"https://revisor.mo.gov/main/OneSection.aspx?section=217.021","current_through":"2026 legislative session (floor)","vintage":"","retrieved_at":"2026-09-03T22:23:26Z","sha256":"4d51f31cb0c1c75173bba1205ae424ca44c5adf1416091d7f0150498322589f9","source_id":"us-mo","stale":false,"prev":"us-mo/mo.-rev.-stat.-217.020","next":"us-mo/mo.-rev.-stat.-217.022"},"notice":"GroundRules: Original legal text.
