Stat. § 37.013","heading":"Definitions.","body":"As used in this section and section 37.014:\n(1) \"Commission\" refers to the Missouri minority business advocacy commission established under section 37.014;\n(2) \"Contract\" means any contract awarded by a state agency for construction projects or the procurement of goods or services, including professional services;\n(3) \"Minority business enterprise\" or \"minority business\" means an individual, partnership, corporation, or joint venture of any kind that is owned and controlled by one or more persons who are:\n(a) United States citizens; and\n(b) Members of a racial minority group;\n(4) \"Owned and controlled\" means having:\n(a) Ownership of at least fifty-one percent of the enterprise, including corporate stock of a corporation;\n(b) Control over the management and day-to-day operations of the business; and\n(c) An interest in the capital, assets, and profits and losses of the business proportionate to the percentage of ownership;\n(5) \"Racial minority group\" means:\n(a) Blacks;\n(b) American Indians;\n(c) Hispanics;\n(d) Asian Americans; and\n(e) Other similar racial minority groups;\n(6) \"State agency\" refers to an authority, board, branch, commission, committee, department, division, or other instrumentality of the executive branch of state government.","path":["Title IV - EXECUTIVE BRANCH","Chapter 37 - Office of Administration"],"source_url":"https://revisor.mo.gov/main/OneSection.aspx?section=37.013","current_through":"2026 legislative session (floor)","vintage":"","retrieved_at":"2026-09-03T22:23:24Z","sha256":"b2fd8fab8bb3ba6dafcc6f14aa5292c7a29e265b1d6e83c4f0baed68efe697b4","source_id":"us-mo","stale":false,"prev":"us-mo/mo.-rev.-stat.-37.012","next":"us-mo/mo.-rev.-stat.-37.014"},"notice":"GroundRules: Original legal text.
