Notwithstanding any provisions of law to the contrary, the recording fees, including actual fees paid to a third party by a creditor, may include the following:\n(1) Any fee paid in processing the debtor's liens as provided in section 136.055;\n(2) Any fee paid to a third party for expediting the debtor's motor vehicle or other title or lien with the department of revenue, provided:\n(a) The creditor does not control the third party; and\n(b) Both creditor and third party do not share common ownership.\n2.
