The commission shall establish, by rule, an emissions inspection certificate and an emissions inspection sticker which indicate that a vehicle has been inspected and given approval under sections 643.300 to 643.355. The commission shall also establish, by rule, requirements for display of the sticker on a motor vehicle and requirements for the replacement of a sticker or certificate which has been lost or stolen. The emissions inspection certificate and the emissions inspection sticker shall each bear, in a conspicuous place, the legend: \"This inspection is mandated by your United States Congress.\"\n2.
