A district may contract and incur obligations appropriate to accomplish its purposes.\n2. A district may enter into any lease or lease-purchase agreement for or with respect to any real or personal property necessary or convenient for its purposes.\n3. A district may borrow money for its purposes at such rates of interest as the district may determine.\n4.
