Beginning on the effective date of this act* and no later than ninety days after the effective date of this act*, the four inaugural citizen commissioners shall be appointed by the governor as provided in subsection 2 of section 84.020 and shall serve as follows:\n(1) One citizen commissioner shall serve for a term of one year;\n(2) One citizen commissioner shall serve for a term of two years;\n(3) One citizen commissioner shall serve for a term of three years; and\n(4) One citizen commissioner shall serve for a term of four years.\nThe nonvoting commissioner shall be appointed by the governor as provided in subsection 2 of section 84.020 and shall serve for a term of four years. Their successors shall each be appointed for a term of four years, and said commissioners shall hold office for their term of appointment and until their successors shall have been appointed and qualified.\n2.
