Code Ann. § 51-4-15","body":"(1) The department shall administer this chapter and may promulgate regulations for the specific powers granted under this chapter. In the process of administering the Scenic Streams Stewardship Program, the department shall consider, protect and ensure protection of the rights of private ownership and of the voluntary participants in the Scenic Streams Stewardship Programs.\n\n(2) The department may enter into agreements with local, state and federal agencies, and private landowners, for the mutual management of a scenic stream.
