Grants may be awarded to governmental agencies or nongovernmental organizations or persons.\n(2) Domestic violence grants must be awarded on the following basis:\n(a) demonstrated need;\n(b) project merit;\n(c) administrative design; and\n(d) efficiency of administration.","path":["TITLE 44.
