Stat. § 104E-3","heading":"Declaration of policy.","body":"It is the policy of the State of North Carolina in furtherance of its responsibility to protect the public health and safety:\n(1)\tTo institute and maintain a program to permit development and utilization of sources of radiation for purposes consistent with the health and safety of the public; and\n(2)\tTo prevent any associated harmful effects of radiation upon the public through the institution and maintenance of a regulatory program for all sources of radiation, providing for:\na.\tA single, effective system of regulation within the State;\nb.\tA system consonant insofar as possible with those of other states; and\nc.\tCompatibility with the standards and regulatory programs of the federal government for by-product, source and special nuclear materials.
