Stat. § 143-718","heading":"Powers and duties.","body":"The Commission shall have the following powers and duties:\n(1)\tTo administer the provisions of this Article.\n(2)\tTo develop compensatory programs and qualified agriculture programs, including guidelines and criteria for eligibility for and disbursement of funds, the forms of direct and indirect economic assistance to be awarded, and procedures for applying for and reviewing applications for assistance from the Fund. In developing guidelines and criteria for eligibility and disbursement of funds, the Commission may consult with and otherwise obtain assistance from the State and local offices of the Farm Service Agency and other agencies of the United States Department of Agriculture.\n(3)\tTo provide financial assistance to eligible recipients, in carrying out compensatory programs and qualified agricultural programs.\n(4)\tTo hire staff for the administration of the Fund.\n(5)\tTo contract with other persons to assist in the administration of the Commission's programs.\n(6)\tTo accept gifts or grants from other sources.\n(7)\tTo adopt rules to implement this Article.
