Stat. § 143B-393","heading":"North Carolina Council for Women and Youth Involvement - creation; powers and duties.","body":"(a)\tThere is hereby created the North Carolina Council for Women and Youth Involvement of the Department of Administration. The Council shall perform the following functions and duties:\n(1)\tAdvise the Governor, the principal State departments, and the State legislature concerning the education and employment of women in the State of North Carolina.\n(1a)\tAdvise the Governor or Secretary of Administration upon any matter relating to the following programs and organizations:\na.\tNorth Carolina Internship Council and the North Carolina State Government Internship Program.\nb.\tSADD (Students Against Destructive Decisions).\nc.\tState Youth Councils.\n(2)\tAdvise the Secretary of Administration upon any matter the Secretary may refer to the Council.\n(3)\tRepealed by Session Laws 2013-30.2(b), effective July 1, 2013.\n(4)\tAdminister the Domestic Violence Center Fund, as provided in G.S. 50B-9.\n(5)\tAdminister the Sexual Assault and Rape Crisis Center Fund, as provided in G.S. 143B-394.21.\n(6)\tRecommend a person to serve as State Coordinator of the office of Coordinator of Services for Victims of Sexual Assault, as provided in G.S. 143B-394.2.\n(7)\tProvide staff support to the Domestic Violence Commission, as provided in G.S. 143B-394.16.\n(8)\tServe as a member of the North Carolina Child Fatality Task Force, as provided in G.S. 7B-1402.\n(9)\tConsult with the Department of Public Safety on a reporting system and database on certain domestic violence-related homicides, as provided in G.S. 143B-903.\n(10)\tProvide staff support for the North Carolina Internship Council and the State Youth Advisory Council, as provided in G.S. 143B-394.32 and G.S. 143B-394.26, respectively.\n(b)\tThe programs listed in subdivision (1a) of subsection (a) of this section shall be administered in a nonpartisan manner and shall not disseminate or advocate partisan principles or ideas, promote the candidacy of any person seeking public office or preferment, or use State funds to disseminate or advocate partisan principles or ideas or to promote political candidates or appointees.
