Those rules shall emphasize:\n(1)\tContinual participation or monitoring by officials of more than one party.\n(2)\tSecurity of official ballots, records, and equipment.\n(3)\tThe appearance as well as the reality of care, efficiency, impartiality, and honest election administration.\nThe county boards of elections and precinct officials shall adhere to those procedures.
