Stat. § 66-397","heading":"Municipal or county authority.","body":"All of the counties and cities as defined by G.S. 160A-1 may by ordinance adopt the provisions of this Part and may adopt such further rules and regulations as the governing bodies of the counties and cities deem appropriate; provided, however, no county or city may regulate:\n(1)\tInterest, fees, or recovery charges;\n(2)\tHours of operation, unless such regulation applies to businesses generally;\n(3)\tThe nature of the business or type of pawn transaction; or\n(4)\tLicense fees in excess of rates set by the State.
