Stat. § 19-5402","body":"The Legislature finds and declares that:\n\n(1) Vacant properties have the potential to create a host of problems for Nebraska communities, including a propensity to foster criminal activity, create public health problems, and otherwise diminish quality of life;\n\n(2) Vacant properties have the potential to reduce the value of area properties, increase the risk of property damage through arson and vandalism, and discourage neighborhood stability;\n\n(3) Vacant properties represent unrealized economic growth in Nebraska communities;\n\n(4) A vacant property registration ordinance allows a municipality to discourage property vacancy, maintain unoccupied buildings, provide a database of vacant properties and their owners, and assess fees for the increased public costs associated with vacant properties;\n\n(5) Fees imposed under a vacant property registration ordinance have the potential to benefit the owners of vacant properties by helping to finance additional government services to protect the value and security of such properties; and\n\n(6) Enactment of a vacant property registration ordinance is a proper exercise of governmental authority to protect the public health, safety, and welfare of community residents and a valid regulatory scheme.","path":["NE Code","Chapter 19"],"source_url":"https://nebraskalegislature.gov/laws/statutes.php?statute=19-5402","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:21Z","sha256":"6f34145b049ca485107d521058d0efab05456e00bdb60953362b57e8d8425763","source_id":"us-ne","stale":false,"prev":"us-ne/neb.-rev.-stat.-19-5401","next":"us-ne/neb.-rev.-stat.-19-5403"},"notice":"GroundRules: Original legal text.
