Stat. § 79-8,144","heading":"Legislative findings and declarations.","body":"The Legislature finds and declares that:\n(1) Like many other states, Nebraska is facing a teacher and substitute teacher shortage;\n(2) Mandatory training days and family leave policies draw many regular teachers out of their classrooms, causing schools to hire substitute teachers;\n(3) The Internal Revenue Service requires a separation period for recently retired teachers who may otherwise be interested in returning to the classroom as a substitute teacher;\n(4) In the fall of 2016, the State Department of Education conducted a teacher vacancy survey of all school districts, educational service units, and nonpublic school systems;\n(5) Such survey showed that the state continues to have hundreds of unfilled teaching positions across the state;\n(6) The most widely reported solution for filling teaching vacancies was to hire an individual who holds a transitional, provisional, or temporary teaching certificate; and\n(7) Filling teaching vacancies and having an adequate number of substitute teachers is imperative for delivering a high-quality learning experience to students.","path":["Chapter 79 - SCHOOLS"],"source_url":"https://nebraskalegislature.gov/laws/statutes.php?statute=79-8,144","current_through":"Laws 2026","vintage":"","retrieved_at":"2026-09-17T21:01:11Z","sha256":"b6ed848bfa3426d141607a991d9b30294fbd8570c0fe25149e696713741077e7","source_id":"us-ne","stale":false,"prev":"us-ne/neb.-rev.-stat.-79-8-143","next":"us-ne/neb.-rev.-stat.-79-8-145"},"notice":"GroundRules: Original legal text.
