Witnesses may be summoned before courts-martial and courts of inquiry, and they shall receive the fees allowed in the superior court. Witnesses shall be subject to the penalties for non-appearance that are prescribed in the case of witnesses before said superior court, and depositions taken according to law may be used.\nII.
