Any person who is convicted of violation of a permit, rule, standard, requirement, or order under RSA 147:55 and who is made a defendant in a civil action arising from that violation shall be liable to a successful plaintiff in an amount equal to 3 times any actual damages sustained by such plaintiff.\nII.
