Notwithstanding any law to the contrary, the sale, possession or display of class \"C\" sparklers or those sparklers consisting of a wire or stick which contain chlorates or perchlorates is prohibited.\nII. Any person who sells or possesses with intent to sell class \"C\" sparklers or sparklers consisting of a wire or stick which contain chlorates or perchlorates shall be guilty of a misdemeanor.\nIII.
