The definitions in RSA 170-E:25, II and III shall not apply to the following:\n(a) Families housing exchange students or up to 4 children in summer exchange programs.\n(b) Nonresident families visiting the state for purposes of a vacation who have in their care foster children from their home state and have written approval of the out-of-state agency which supervises the foster children.\nII.
