Survey the vending facility opportunities on all state property;\nII. Establish, whenever feasible, vending facilities on state property to the extent that such facilities do not adversely affect the interests of the state;\nIII. License blind persons for the operation of vending facilities on state property;\nIV. Provide vending facility equipment and an adequate initial stock of suitable articles to licensed blind persons;\nV. Provide the necessary training and supervision to licensed blind persons;\nVI. [Repealed.]\nVII.
