Developing individualized education programs;\nII. Approving and monitoring special education programs;\nIII. Reporting the number of children with disabilities in a school district;\nIV. Requesting administrative due process hearings and appealing a final administrative decision;\nV. Determining eligibility for participation in approved programs;\nVI. Appointing surrogate parents;\nVII. Determining the length of the school year for children with disabilities; and\nVIII.
