At a minimum the commissioner shall:\nI. Provide all necessary clerical and support personnel and services in order to:\n(a) Prepare notices and other documents required under RSA 541-A as directed by the appeals board and distribute such notices and documents upon the approval of the appeals board;\n(b) Schedule the conduct of all appeals board proceedings, with the approval of the appeals board, so as to insure timely and efficient conduct of such proceedings;\n(c) Prepare and maintain the record, required by RSA 541-A, of all adjudicative proceedings conducted by the appeals board.\nII. Provide comfortable and adequate space for the use of the appeals board in performing its official duties.\nIII.
