If the legislative body of a municipality affected by this subdivision desires to place the question of approving a plan formulated pursuant to this subdivision on a referendum, they may do so at any regular municipal election or at a special election called for the purpose. Should a referendum be held, the following question shall be submitted \"Shall the legislative body of the city of ( ) be instructed to approve the plan submitted to it concerning the construction of parking facilities?\" The legislative body shall be bound by the outcome of the referendum.\nII. Two-Thirds Vote.
