For a level 1 offense, the New Hampshire house of representatives' legislative district in which the defendant's place of participation is situated.\nII. For a level 2 offense, the target community described in paragraph I plus all New Hampshire house of representative's legislative districts with a border contiguous to that target community.\nIII.
