Whoever intentionally removes or defaces any tag so inserted, without the consent of the commissioner or his agent, or exhibits or displays any certificate that a specifically named herd has been found to be in a healthy condition and free from reactors, unless the certificate was issued by the commissioner, shall be guilty of a misdemeanor.\nII.
