Traditional town meeting.\nII. Official ballot town meeting.\nIII. Town council.\nIV. Official ballot town council.\nV. Budgetary town meeting.\nVI. Representative town meeting.\nVII. City under mayor-alderman plan.\nVIII. City under council-manager plan.\nIX.
