The heritage of the municipality will be safeguarded by:\nI. Preserving districts in the municipality which reflect elements of its cultural, social, economic, political, community and architectural history;\nII. Conserving property values in such districts;\nIII. Fostering civic beauty;\nIV. Strengthening the local economy; and\nV.
