Stat. § 12:4-22","heading":"Penalties;  liability for damages","body":"Any person violating section 12:4-21 of this title shall be liable to a penalty of twenty dollars for each offense and also to any damages sustained by  the person injured thereby.  For every twenty-four hours a vessel shall lie at  anchor in said channel, an additional penalty of twenty dollars may be recovered.
