The Department of Environmental Protection shall, within 30 days of receipt of a permit application, evaluate each application and supporting documentation thereon, to determine whether the application, and supporting documentation constitute a completed application for the purpose of commencing a technical review of the application.  The evaluation shall identify the specific deficiencies in the permit application, if any.  Written notice of the specific deficiencies shall be provided within the 30-day period to the applicant and, if other than the applicant, to the person or persons having prepared the incomplete submission.\nFor purposes of this section:\n\"Applicant\" means the person in whose name the permit is to be issued.\n\"Completed application\"  means the submission of all of the information designated on the checklist, adopted pursuant to section 1 of P.L.1991, c.421 (C.13:1D-101), for the class or category of permit for which application is made.\n\"Permit\" has the same meaning as defined in section 1 of P.L.1991, c.421 (C.13:1D-101).\nL.1991,c.418,s.1.","path":["TITLE 13 CONSERVATION AND DEVELOPMENT--PARKS AND RESERVATIONS"],"source_url":"https://pub.njleg.state.nj.us/statutes/STATUTES-TEXT.zip","current_through":"P.L.2025, c.405, and J.R.22","vintage":"","retrieved_at":"2026-08-27T17:54:13Z","sha256":"dba74eef9bb6e3e168187c8d1bcc8bbe7199cb49a1f6b6352e06735c8253ec8e","source_id":"us-nj","stale":true,"prev":"us-nj/n.j.-stat.-13-1d-109","next":"us-nj/n.j.-stat.-13-1d-111"},"notice":"GroundRules: Original legal text.
