(1) No contract shall be required as a prerequisite to the distribution of State aid to eligible municipalities and counties for programs of litter pickup and removal pursuant to section 5 of P.L.2002, c.128 (C.13:1E-217).  All State aid funds for each fiscal year for which these funds are to be distributed shall be distributed by May 31 of the following year.\n(2)\tEvery eligible municipality and county shall submit a brief annual report to the department summarizing the uses and expenditure of funds received for its program of litter pickup and removal.\nb.\tThe department shall report to the Governor and the Legislature on the success of the county and municipal litter pickup and removal programs in reducing litter in New Jersey not later than August 30 of each year.\nc.\tAdditional expenditures or incremental costs necessary and reasonably incurred by a municipality or county for the abatement and control of litter or any other antilittering activities as a direct result of the implementation of the provisions of P.L.2002, c.128 (C.13:1E-213 et al.) shall, for the purposes of P.L.1976, c.68 (C.40A:4-45.1 et seq.), be considered expenditures mandated by State law.\nL.2002,c.128,s.7.","path":["TITLE 13 CONSERVATION AND DEVELOPMENT--PARKS AND RESERVATIONS"],"source_url":"https://pub.njleg.state.nj.us/statutes/STATUTES-TEXT.zip","current_through":"P.L.2025, c.405, and J.R.22","vintage":"","retrieved_at":"2026-08-27T17:54:13Z","sha256":"121cbf90f7592c54995953726d5d445a316e391ba3c07b99f2a39dc282b32b6f","source_id":"us-nj","stale":true,"prev":"us-nj/n.j.-stat.-13-1e-218","next":"us-nj/n.j.-stat.-13-1e-220"},"notice":"GroundRules: Original legal text.
