Any person wishing to be licensed to cash checks for a fee shall:\na.     Submit to the commissioner a completed written application on forms prescribed by the commissioner which shall contain notice that false statements made therein are punishable and supported by evidence as required by the commissioner;\nb.     Submit an application fee as prescribed by the commissioner by regulation in an amount not to exceed $2,000;\nc.     Submit proof of net worth and liquid assets as required pursuant to section 8 of this act; and\nd.
