The commissioner shall approve an application for a license if:\na.     The applicant has complied with the requirements of section 4 of this act;\nb.     The commissioner finds that the financial responsibility, experience, character, and general fitness of the applicant support the belief that the business will be operated honestly and fairly; and\nc.
