No person other than a nonprofit social service agency or a nonprofit consumer credit counseling agency shall act as a debt adjuster.\nb.   It shall be unlawful for any nonprofit social service agency or nonprofit consumer credit counseling agency to act as a debt adjuster without first obtaining a license from the Commissioner of the Department of Banking pursuant to this act.\nc.   A licensee is authorized to offer credit counseling.\nL. 1979, c. 16, s. 2, eff. Feb. 8, 1979.  Amended by L. 1986, c. 184, s. 2, eff.
