A teacher from a foreign country shall be authorized to teach in the United States under an international teacher placement program or a teacher exchange program as authorized by any federal law, and shall be certified in accordance with the provisions of subsection b. of this section to teach for a period of no more than three years.\nb.\tIn order for a teacher from a foreign country to be certified under this section, the teacher shall:\n(1)\tmeet the eligibility requirements for a provisional instructional certificate or possess equivalent qualifications as determined by the State Board of Education; and\n(2)\tdemonstrate the ability to speak, read and write the English language fluently, in accordance with criteria established by the State Board of Education.\nc.\tA teacher from a foreign country employed pursuant to this act shall be deemed to be an employee of the public school district, and as such shall be eligible to become a member of the bargaining unit defined in the applicable agreement with the public school district.\nL.2002,c.9,s.4.","path":["TITLE 18A EDUCATION"],"source_url":"https://pub.njleg.state.nj.us/statutes/STATUTES-TEXT.zip","current_through":"P.L.2025, c.405, and J.R.22","vintage":"","retrieved_at":"2026-08-27T17:54:13Z","sha256":"e8bf8610c4aa9b4f449413eb02cc599b060171d8e76b43fb14c092ff2253e177","source_id":"us-nj","stale":true,"prev":"us-nj/n.j.-stat.-18a-27-2.2","next":"us-nj/n.j.-stat.-18a-27-3"},"notice":"GroundRules: Original legal text.
