Make recommendations to the commission concerning innovation partnership grants;\nb.   Support and promote existing programs in biotechnology research and industries and ensure that all sectors of the private industry have ready access to the personnel and programs of the center;\nc.   Make low-cost business incubation facilities available to new industry working in the field of biotechnology; and\nd.
