Make recommendations to the commission concerning the awarding of innovation partnership grants;\nb.   Make low-cost business incubation facilities available to new industry working in industrial ceramics and related fields;\nc.   Provide technological extension services to businesses engaged in the application of industrial ceramics and related fields; and\nd.
