Stat. § 27:14-32","heading":"Consent to improvement by borough","body":"Before an improvement is undertaken by a borough by virtue of the provisions  of section 27:14-30 of this title the consent and approval of the commissioner  and of the board of chosen freeholders of the county in which the borough is  situate shall be obtained.
