Any penalty imposed pursuant to this act may be collected, with costs, in a summary proceeding pursuant to \"the penalty enforcement law,\" N.J.S. 2A:58-1 et seq.  The Superior Court or municipal court in the county or municipality where the violation occurs or where the violator resides, has a place of business or principal office shall have jurisdiction to enforce the provisions of \"the penalty enforcement law\" in connection with this act.
