In accordance with the \"Administrative Procedure Act,\" P.L.1968, c.410 (C.52:14B-1 et seq.), the department shall adopt rules and regulations necessary to implement the provisions of this act, including but not limited to:\na.  Procedures for centers to follow in submitting requests for child abuse record information checks on staff members;\nb.  Implementation of an appeals process to be used in the case of a suspension, denial, revocation, or refusal to renew a license or approval based on a finding of substantiated child abuse or neglect; and\nc.
