A juvenile offender rehabilitation program established and maintained pursuant to this act shall consist of the following components:\na.  A comprehensive, residential program for a minimum period of four weeks consisting of:\n(1)  Highly structured routines of discipline;\n(2)  Physical exercise;\n(3)  Work;\n(4)  Substance use disorder counseling;\n(5)  Educational and vocational counseling; and\n(6)  Self-improvement and personal growth counseling stressing moral values and cognitive reasoning.\nb.  A six to nine month aftercare or mentoring program.
