The commissioner shall, in a manner which complies with all provisions of this act:\na.   Implement performance measurements for the program consistent with the provisions of section 8 of this act and with the criteria and procedures established by the State Employment and Training Commission pursuant to section 13 of this act;\nb.   Establish minimum standards for consideration of proposals from applicants for customized training services;\nc.   Establish review and approval procedures for training grant applications from qualified displaced and disadvantaged workers; and\nd.
