Stat. § 34:1A-70","heading":"Legislative findings and declarations","body":"The Legislature hereby finds and declares that it is not in the public interest for any citizens of this State to be unemployed solely because of an inability to reach a place of potential employment.  Lack of transportation to job sites in New Jersey is a barrier to employment for many people as evidenced  by a Department of Labor and Industry study in June of 1977 indicating that 23%  of unemployed workers surveyed could not be placed in jobs principally because  they could not reach one or more specific places of employment.
