Stat. § 39:2A-29","heading":"Goals of administrator, deputy administrator.","body":"29.\tThe administrator, and the deputy administrator under the direction of the administrator, shall have as their immediate goal the improvement of the safety and security of the State's motor vehicle licensing, registration, titling and inspection system and to this end are authorized to:\na.\tMake technological improvements, including the modernization of software and hardware, the addition of surveillance cameras, alarms, and access systems, and the utilization of biometrics;\nb.\tIncrease the number of audit staff, security guards, and other security-related employees;\nc.\tImprove training and monitoring procedures;\nd.\tUtilize document imaging from the field;\ne.\tIntegrate the New Jersey title database with the National Motor Vehicle Title Information System;\nf.\tImprove license plate management, including an automated inventory system and reissuance program;\ng.\tAcquire the ability to access State vital statistics data to immediately update driver's license information;\nh.\tImplement additional proofs of identity verification for a non-driver identification card, driver's license, permits, and registrations;\nI.\tImplement card access systems, clear visibility barriers and door replacements where needed;\nj.\tReplace the written driver's license knowledge test with an online test;\nk.\tIncrease the use of credit or debit cards or any other electronic payment device;\nl.\tIncrease the use of scanned documents;\nm.\tMatch motor vehicle records with Social Security records to verify Social Security numbers in the motor vehicle database, to the extent allowable; and\nn.\tSeek the assistance of the Immigration and Naturalization Service to verify authenticity of motor vehicle applicants and their eligibility for documents.\nL.2003,c.13,s.29.","path":["TITLE 39 MOTOR VEHICLES AND TRAFFIC REGULATION"],"source_url":"https://pub.njleg.state.nj.us/statutes/STATUTES-TEXT.zip","current_through":"P.L.2025, c.405, and J.R.22","vintage":"","retrieved_at":"2026-08-27T17:54:13Z","sha256":"70c43dfc83bf33efd7370c6e208f0c8492de7cec8cd08e5bed8aba1de0aece6b","source_id":"us-nj","stale":true,"prev":"us-nj/n.j.-stat.-39-2a-28","next":"us-nj/n.j.-stat.-39-2a-31"},"notice":"GroundRules: Original legal text.
