Stat. § 40:55D-141","heading":"Development transfer plan element, required inclusions.","body":"5.\tIn order to serve as the basis for a development transfer ordinance pursuant to subsection a. of section 4 of P.L.2004, c.2 (C.40:55D-140), a development transfer plan element of a masterplan shall include:\na.\tan estimate of the anticipated population and economic growth in the municipality for the succeeding 10 years;\nb.\tthe identification and description of all prospective sending and receiving zones;\nc.\tan analysis of how the anticipated population growth estimated pursuant to subsection a. of this section is to be accommodated within the municipality in general, and the receiving zone or zones in particular;\nd.\tan estimate of existing and proposed infrastructure of the proposed receiving zone;\ne.\ta presentation of the procedure and method for issuing the instruments necessary to convey the development potential from the sending zone to the receiving zone; and\nf.\texplicit planning objectives and design standards to govern the review of applications for development in the receiving zone in order to facilitate their review by the approving authority.\nL.2004,c.2,s.5.","path":["TITLE 40 MUNICIPALITIES AND COUNTIES"],"source_url":"https://pub.njleg.state.nj.us/statutes/STATUTES-TEXT.zip","current_through":"P.L.2025, c.405, and J.R.22","vintage":"","retrieved_at":"2026-08-27T17:54:13Z","sha256":"cab2b3fd356cf859e25637a06d0c435982c1689e47086bccce3964e7a7beaa23","source_id":"us-nj","stale":true,"prev":"us-nj/n.j.-stat.-40-55d-140","next":"us-nj/n.j.-stat.-40-55d-142"},"notice":"GroundRules: Original legal text.
