Except as specified in subsection b. of this section, a local unit may charge a reasonable fee as may be fixed by the governing body for equipment and uniforms supplied pursuant to this act, but may not charge a fee for the costs of training or issuing a certificate of appointment.  The local unit shall not be required to compensate a special law enforcement officer for time spent in training;\nb.
