No person may be appointed as a housing authority police officer pursuant to section 1 of P.L.1997, c.210 (C.40A:14-146.19) unless that person:\na.  Is a resident of this State;\nb.  Is able to read, write and speak the English language and has a high school diploma or its equivalent;\nc.  Is sound in body and of good health;\nd.  Is of good moral character and has not been convicted of any offense involving dishonesty or which would make him unfit to perform the duties of the office; and\ne.
