The board shall organize within 60 days after the appointment of its members and shall annually elect from its members a chairperson and a vice-chairperson, and may appoint a secretary, who need not be a member of the board.  The board shall meet at least once a month and may hold additional meetings as necessary to discharge its duties.  A majority of board membership shall constitute a quorum.\nb.\tThe board shall promulgate rules and regulations pursuant to the \"Administrative Procedure Act,\" P.L.1968, c.410 (C.52:14B-1 et seq.) to effectuate the purposes of P.L.2023, c.237 (C.45:5AAA-1 et al.).
