Stat. § 52:16-11","heading":"Penalty for refusal to issue commissions or for taking illegal fees","body":"Whenever the secretary of state shall:\na.  Neglect or refuse to issue a commission to any person elected or appointed to an office within the state;  or\nb.  Take fees for any commission where by law he is not entitled to fees; or\nc.
