The Legislature finds and determines that:\nPublic alerts can be one of the most effective tools in combating child abductions;\nLaw enforcement officers and other professionals specializing in the field of abducted and missing children agree that the most critical moments in the search for an abducted child are the first few hours immediately following the abduction, asserting that if a child is not found within two to four hours, it is unlikely that child will be found alive;\nThe rapid dissemination of information, including a description of the missing child, details of the abduction, abductor and vehicle involved, to the citizens of the affected community and region is, therefore, critical;\nAlerted to an abduction, the citizenry become an extensive network of eyes and ears serving to assist law enforcement in quickly locating and safely recovering the child; and\nThe most effective method of immediately notifying the public of a child abduction is through the broadcast media.\nb.\tThe Legislature declares that:\nGiven the successes other states and regions have experienced in using broadcast media alerts to quickly locate and safely recover abducted children, it is altogether fitting and proper, and within the public interest, to establish such a program for New Jersey.\nL.2002,c.129,s.2.","path":["TITLE 52 STATE GOVERNMENT, DEPARTMENTS AND OFFICERS"],"source_url":"https://pub.njleg.state.nj.us/statutes/STATUTES-TEXT.zip","current_through":"P.L.2025, c.405, and J.R.22","vintage":"","retrieved_at":"2026-08-27T17:54:13Z","sha256":"9082d05fcaa0c5b8d9c16bf3390c06faa436b58842e67d49a466079b776139cc","source_id":"us-nj","stale":true,"prev":"us-nj/n.j.-stat.-52-17b-194.1","next":"us-nj/n.j.-stat.-52-17b-194.3"},"notice":"GroundRules: Original legal text.
